Fall On the Green Audit Calls for Tighter Controls of Special Events
Audit of 2011 Fall On the Green fest turns up minor financial variances, recommends better record-keeping to village.
There were fewer smoking guns and more signs of a village board coming apart at the seams with the unveiling of the long-awaited 2011 Fall On the Green audit.

The auditors, Baker Tilly Virchow Krause LLP, turned up "minor financial irregularities" caused mainly by the village’s own lack of written procedures and policies for managing village-sponsored special events.
The Oak Lawn Village Board voted to pursue a forensic audit last summer after the mayor tapped Bob Streit (Dist. 3) to take over as the special events committee liaison from fellow trustee Tom Phelan (Dist. 6), who had held the position for seven years.
The cost to do the audit was $13,500, and an additional $5,000 in legal fees was spent responding to a reporter's freedom of information act request, according to the village board minutes from Aug. 14.
Reading select excerpts from the auditor’s report during Tuesday’s village board meeting, Streit accused his former village board ally of using Fall On the Green as a political tool to reward and punish people, by excluding certain elected officials from the sponsor tent.
“Throughout the report literally on every single issue raised, the auditor states they have requested any and all written policies and procedures regarding food vouchers, beer tickets, wrist bands, sponsors, hospitality tent and vendors,” Streit said. “In every single case we learned that the village did not have a formal written policy in effect.”
The auditor determined that the village had purchased 2,000 food vouchers, issuing approximately 1,585 to volunteers, sponsors and nearby residents. According to the auditor’s report, 1,426 food vouchers were remitted for payment. The number of food vouchers that were not remitted was 159.
Streit alleged in his call for a forensic audit that "at least 1,263 free food vouchers distributed by Trustee Phelan are unaccounted for at the village."
The report also affirms that the village purchased 1,780 beer tickets, 1,000 of which were given to event sponsors. The rest of the beer tickets—780 in total—were given to nearby neighbors for being inconvenienced by the event.
Approximately 2,500 beer tickets--numbers 75,001 through 77,500--were issued, and total beer ticket sales were $67,011.
"If it was assumed that all previous issued tickets were sold, and that a portion of the last tickets issued were sold, the variance between the total amount collected and total tickets issued could range between $7,990 and $10,849," the report said.
The auditors, however, admitted to not being able to “accurately determine, with reasonable certainty, what the costs of beer and wine should have been for the event,” because the village did not keep an inventory of unused beer tickets.
The report further stated:
"We inquired with Village personnel to determine what the procedures were for handing in unsold tickets at the end of each day and if an accounting was performed for these amounts and the Village was unable to identify a specific number of unsold tickets."
A specific vendor was used to supply all the beer sold at the event and only charged the village the kegs used, exerting more "cash control," the report said.
Auditors also identified 18 bottles of unopened top shelf liquor including such brands as Sapphire Bombay gin, Seagram's Seven and Dewar’s White Label, missing from the 2011 Fall On the Green sponsor tent inventory.

Leftover liquor and wine from the previous year’s event were kept under lock and key in a village-owned building until the next year's Fall On the Green event. After the village sold the building, the inventory was moved to another vlllage property where it was stored out in the open.
When village employees went back to the building in August 2012, they could not identify which wine had been left over from 2011, nor could employees locate the 18 bottles of liquor.
Based on the village’s accounting system, auditors identified a "small variance" of $4,533. After a $3,000 payment was received from a 2010 sponsor, which was appropriately excluded from the 2011 Fall On the Green books, there was a remaining difference of $1,522. Auditors said the difference was attributed to a "miscoding" of unrelated event items being charged to the village’s specifically identified Fall On the Green line item accounts.
Throughout the report, the auditors recommended that formal written procedures be put into place for better tracking of food and beer vouchers, record keeping, and more cash controls over beer and wine sales, among others.
“I would say the amateurish and clumsy nature of the contrived scandal is one thing, but the lack of comprehension in the reading of the report we received is a whole other thing,” Phelan told Streit. “I’m not sure you’re reading the same report I received.”
After the meeting, Streit said that he and Phelan both received the same report.
"He did receive the same report I did. The report is extremely critical of the way things were handled with Fall On the Green and mentions some very serious and significant findings," Streit said. "When you have tens of thousands of dollars of things in value that are unaccounted for that is very significant. You can't blow that off by saying people had a good time, let's move on."

I'd love to see the report too. One thing that surprises me is Tom Phelan is always the one demanding written financial policies and procedures. I'm surprised he never said a word about the lack of written policies and procedures for FOG.

The lack of policies and procedures that led to thousands of dollars missing and unaccounted for is minor? Where is that money? Did someone pocket that money? Who was in charge and responsible? Shouldn't they be held accountable? I watched the meeting. This is far more serious than Phelan is willing to admit. His response was pathetically political.

Policies and procedures, as has been clearly demonstrated over the last 3 years of board bickering, are either trifles that mean nothing in the big Village picture or are meaningful, legal tools to help save the Village money and get more business accomplished. Unfortunately, that makes them a political tool to be used as convenient. It's clear that some money was given away and not accounted for. I doubt that someone pulling Mr Phelan aside and saying, "Tom, we need to document and control this free food thing" would have accomplished anything, but I hate to see 20 grand get spent on an audit.

As The Mayor said in previous " investigations " much ado about nothing?? Or is that only said when the reports are negative against him?? I didn't hear him complain about the $20,000 dollars spent on this audit against a political opponent,which basically said nothing.There never were any written policies for any committee,Mr. Streit has been the liason for the special events committee for 5 months and has not changed anything. By the way, who is the the village employee who has the title Special events director and who has not been seen at a board meeting since May and is best buddies with the Mayor??? Chad Weiler's name and approval on fall on the green documents and events is never discussed, but Trustee Streit can attack the Village treasurer at public meetings?? Hypocrisy abounds on this board..

The Mayor was against using taxpayer funds fo" political investigations" of course when they were against him now he remains silent when his new best Buddy Bob Streit launches a $20,000 audit which reveals nothing, but ripping on Dave's enemy trustee Phelan. Before you say anything " Bob " I worked for Streit for 20 years and I campagned for Dave before. I know more about these two guys than anybody,they have the loyalties of pit vipers..

I doubt anyone, especially Streit and Brennan, would let you in on the real strategy work. Sure, you can be the objector in a petition challenge but I doubt they would be dumb enough to include you in any real political discussions. Now please tell us all how you collect social security disability. We are amazed that someone who is healthy enough to use a computer and healthy enough to attend meetings can have the absolute stones to collect social security disability that was designed for really disabled people. Is it a mental disability? Because that would explain it.

does anyone know why Andy always thinks he knows who he is talking to? He throws out names and expects everyone to know these people. How many times has he addressed people as "Dave" or said that Qc was some fireman. Now he refers to someone we don't even know. Of course, he never wants to come clean on his "secret life". Living off the government, claiming a disability, and moving his jaws up and down. We can't even see Tom's Hands in the puppet Andy. If his buddy, the editor, wasn't letting him write uninformed and biased "articles", he could spend more time getting rid of the 200 pounds of disability. They will find thousands missing from tips by Tommy Boy to friends, $ from ad placements, VIP tickets to favor political allies, favors to Tommys waitresses (remember 2006 and the parking lot?). Worst decision ever to put these meetings on TV. While transparency is the key to honesty, this TV show has done nothing but create bizarre public personalities, focused attention on nonsense issues, and made this village a joke in the local news circuit. Now, of course, it is too late to take them off the b**b tube because buffoons like AS have found a way to make themselves important and would cry a tax payer river - probably filing a law suit- to keep them on the air. This channel 4 nonsense needs to stop. But of course, it wont. I am afraid it has become the OLawn 'Jerry Springer.' When will they start chanting, "Dave, Dave, Dave, Dave.......'

The dollars spent on the audit were not in vain. Any dollar amount missing is one dollar too many. When there is a cash event like this procedures need to be put in place. Books should be closed every night like any other business. Why Bring Chads name into this? All he has done is make our Village seem relevant with the events he has planned. AS, everyone gets a job because they know someone, so saying that Chad is friends with the mayor is one thing; not to mention his qualifications is another. Chad owned and operated one of the most successful Bar's on the South Side, and maybe even Chicago. He has years of experience in running events so she isn't the problem here. Your buddy Phelan is the problem. I 've heard for years from Catherines guys on how they think they were missing money on there smoker. Now there is money missing from Fall on the Green. I'm not a big city accountant, but two and two is four... . I bet there is thousands upon thousands of dollars missing throughout the years from Fall on The Green.. I guess we'll never really know. Mr Streit needs to get policies in place, now that he has the report he'll be able to do so. So actually having the report means he can now act Andy. See, get report. Respond To report, act on Report.. Its a simple process...

It noted in Paragraph 4 that the accounting for these tickets could not be accounted for..... HMMMM Andy.. I guess Trustee Phelan may have some explaining to do.... Joe once again here are facts.... Mr. Weiler is the special events director Mr Weiler has not been at a board meeting since May when before he used to attend all board meetings as the other dept. heads do. That month of May was when Mr. Streit took over as liason for special events committee and started launching political attacks on Mr. Phelan. Mr. Streit attacks the village treasurer more than once at meetings and nothing is said . Mr Weiler's name is brought up during Fall on the Green discussions and the Mayor says " he's not here to defend himself can't talk about it " Good excuse isn't it?? If The Mayor and Bob want to blame Phelan for everything, why don't the also include the person who ran the day to day operations of the special events Mr. Weiler?? Because Mr. Weiler is a longtime friend and political hire by Mayor Heilmann?? The Village never even had the paid position of Buisiness development/Special events director until it was created for Jim Webb back in the coalition party majority days in 2003-2004 It was a patronage job then it still is now..
