Oak Lawn Park District 2012 Employee Salaries

What do the people responsible for overseeing the parks, coaching your children and running special recreation programs make in a year?

In the spirit of transparency, Patch filed a freedom of information act request for Oak Lawn Park District employees’ annual salries for 2012.

Sign up for Oak Lawn Patch breaking news alerts and follow us on Facebook.

The park district does not post employee salaries on its website, then again, it still doesn’t offer online registration to residents either for classes and activities.

While not posted on the park district’s website (the park district still lags behind other nearby communities by not offering online registration for classes and programs) salaries are available for viewing at the administration building at 9400 S. Kenton Ave.

After some gentle prodding, we received the pdf (click on the right) showing all park district’s employees' annual earnings for 2012.

The park district's superintendent of communications, Vince Clark, said the attached salaries reflect gross earnings (before taxes) and that health insurance and other benefits are not included.

Compared to Village of Oak Lawn’s 97 employees drawing $100K+ salaries, only one park district employee—executive director Maddie Kelly—falls into that range, earning an annual gross salary of $102,281.

Here are the ten highest paid, Oak Lawn Park District employees:

Employee

Title/Department

2012 Gross Earnings

Maddie Kelly

Executive Director

$102,281

Joel Craig

Superintendent of Parks

$75,365

Les Swintek

Superintendent Finance/Personnel

$73,624

Tom Hartwig

Superintendent Special Facilities

$72,668

Julie Ryan

Superintendent Recreation

$71,755

Deidra White

Facility Manager/Racquet Club

$70,878

Vince Clark

Superintendent Communications

$67,364

Tim Scott

Golf Maint. Supervisor

$67,208

Frank Decristina

Ice Arena Manager

$63,419

Thomas Farrell

Attorney (appointed official)

$58,140

The park district, naturally, relies on permanent and seasonal part-time instructors, trainers, life guards and camp counselors to teach, coach and run programs.

Park administrators draw the highest salaries, followed by the next tier of ten which range from $40,000 to $57,000. These employees are charged with supervising special recreation programs ($40,593), safety coordinator ($46,010), and executive assistant ($53,403).

Clark said that Oak Lawn Park District employees are making below what other park districts offer.

“People with master’s degrees are making well under the industry standard,” Clark said. “It’s frustrating but we love what we do and the people we’re working with.”

Some of those people are overpaid for what they do. Some deserve more. The dance program is a joke. Dawn misses so many days and picks her favorite kids. The snotty little brats whose parents don't watch them talk back to the teachers and yet they are the ones that get all the attention and get to be in the front. That's why we left and so did a lot of others. Now we have to pay a lot more at a studio, but the kids love it and are doing so much more so much faster. The shows could be so much better if Dawn started teaching the routines earlier and giving the kids CD's to take home to practice. That dance program needs to be looked at closely. Too much visiting going on and not enough learning. Get the kids in, close the doors, and get on with teaching the kids. Let the kids help pick out their costumes also. Some of those are bad. They are either too revealing or not cute at all.

There must be a Dawn that teaches dance that I don't know. The Dawn I know is a great teacher. My daughter loves her. Every recital that she has been in she has loved. Dawn makes sure all the kids in the class get a turn "in the front". I have rarely seen someone visit her class. Just a couple weeks ago she turned a teacher away that wanted her class to show what they've learned because Dawn was practicing the class routine and didn't want them interrupted. I have never seen a "snotty little brat" in any of the classes my daughter has taken. Dawn has an excellent way with children and they respond to her. As far as missing days, geez the woman is pregnant! She may have medical issues that we don't know about and that we don't have a right to know about. Sorry, baby comes first. Every time she has missed there has been a qualified teacher to take over. I also have been impressed with her choices of costumes for my daughter's classes. None have been anything but age appropriate. If they had been I would have spoken up and refused to let my child wear it. And they all have been totally cute! I am also one of the parents that sits in the hall and peeks in. I never drop and go. Maybe ME just thinks her kid is better than the rest and needs special treatment. It's a Park District class, NOT a huge professional studio. Dawn does a good job making all the kids look pretty good despite their ability or talent. People that want diva classes probably should look elsewhere.

Per Vince Clark, “People with master’s degrees are making well under the industry standard,” Clark said. “It’s frustrating but we love what we do and the people we’re working with.”
STOP WHINING!!!! If your not happy with your pay, get a job where you don't have to live off the sweat of the taxpayer. How dare you. This country has a real unemployment rate of 20%. Because you have a Masters Degree you think you are owed? I am sure if you left your job and it was posted nationally, there would be 100,000 people in line chomping at the bit for the opportunity you have.
Get a job in the real world and see how long you would last.

It's time for all government employees (local, federal, state, etc.) who live off the sweat of the taxpayers to take a 20% pay cut. And to all you teachers out there, don't come to me to cover the costs of your pensions!!! Take it out of your own pocket. I paid for my pension with my own money. Just because the Madigan Machine (alledegedly) stole all your money, don't come to the taxpayers for more.
My wife and I are on a fixed income and are paying $5,000 /year in property taxes.
We can't afford any more redistribution of our savings.

Dear Mr. Ed,
Perhaps you should stop whining. I am a teacher and also a taxpayer. I have been funding my pension with my own money just like you. I pay the same taxes as you and your wife pay. It is tough out there for all of us. I find it so interesting that many people who work in the public sector enjoy pointing a finger at the government employees as if we are robbing everyone blind. Too many people whine about what others have without realizing that they have the same opportunity to work for the government as I do. Sounds like you made your choice in career, Mr.Ed, and I made mine. The only difference is that I am not complaining about my choice, nor do I feel sorry for myself and bitter about the benefits others enjoy in the private sector. Why is it that teachers, for example, are expected to apologize for choosing a career that affords certain benefits? Didn't you pick a career that afforded certain pay and benefits package? Why is it wrong for government employees to do the same? Where in the world did you get the idea that the teachers are coming at the taxpayers for more money? Blame Madigan and many of the other big wigs that are controlling the purse. How, would you like to be told that you will be receiving a particular retirement when you contribute 10% of your salary only to be told later that you will be receiving less and need to contribute more? May I suggest that you become better informed, stop drinking the Kool-Aid and start thinking for yourself.

Oh Mr. Ed you really are a horse’s arse. The workers and the local governing bodies have paid what the state required them to pay into the two pension system for government workers. The politicians in Springfield decided to “borrow” that money for everyday expenses rather than raise taxes. Granted the system wasn’t setup correctly but then again neither was the social security system.

Remember how horrible those public workers are when the snow is shoveled tomorrow. Remember those public workers when you turn on the faucet and water comes out. Remember those same jerks when you dial 9-1-1 and someone answers and then that person hands your call off two one or two other groups of that are getting paid off your sweat.

Here’s a question for ya Ed. Where is your fixed income coming from? I assume it is all from your own savings and not the bankrupt social security system that me and my kids will have to cover your underpayment into.

Mr Ed.. You're and idiot.... Why don't you get out of your Barn, and stop whinning. These people do contribute to there pensions. The State manages the pensions and the teachers and police and firement contribute to there pensions from there own wages.

The money has been stolen by those same managers and I am not paying for it.
Take it out of their hide, not mine. Not end scene. Do you live off the sweat of the taxpayer.

Aw, Ed, you encapsulated 50 years of Iliinois tax-fund abuse into a simple paragraph aimed at some of the best public servants, tax-funded employees who deal in more real-world problems and issues than you ever have. You should have paid more attention to your teachers, who were probably on the public payroll. You give Mr Madigan a pass? Well, continue to do so, and you will continue to get what you deserve.

Why is it necessary to show how much people make who are running the park district. Who cares? The parks are run very well. So where is the story? Oh my gosh did you see how much that Asst. Superintendent makes? These articles are dumb. I feel dumber for reading it.

Of course we need to see this. That way Mr. Ed can go on his tirade againstt any goverment worker. Don't you know...GOverment workers should always be paid much less than a private sector worker...that way you get the best people working for the goverment. Isn't that right Mr. Ed? We all need to take 20% pay cuts! Right?

No, they're not very well run. They do have some outstanding programs, and sub-par facilities. They ran a string of public pools into the ground, the two still open continue to lose money year after year. That's a beatiful fenced-in, grass-laden hole they have off 103rd and Central now. They've been rescued by government money time after time: the latest example is the new gym facility they are tacking onto the run-down Pavilion. Which isn't going to save the increasingly-dumpy Racquetball Club. Salaries taxpayers subsidize are public record, and it's a good reminder for those paying into that fund of just where their tax money goes.

Well, I am a government worker being paid as you say by the sweat of the taxpayer (who, btw...I am a taxpayer also). I admit, I am paid a nice salary, but thats what happens when you put 20+ years in your job. I am in a technical field, and I have to say I already am being paid less than people who I worked with at other jobs and people who I graduated college with who hold simular positions. In fact, my salary is 10,000-15,000 a year less than theirs for a simular position. Why am I still here you may ask. Because if I left, I would not get the same salary since I would not have the senority anymore. I am also nearing my retirement age (and no, it's not in my 40's - I'm nearing 62) and starting a new job is not something I would look forward to. I also enjoy what I am doing.

Once again guys if you get paid by taxpayer money we have the right to know how much your salaries are. Not an indication of whether you deserve the money or not or a person's work ethic.

So lets work through this. Cook County is broke, Illinois is broke, our federal government is broke and printing money like there is no tomorrow. So asking the taxpayers for more money is the only solution? So because Freddie put in 20+ years and has senority and thinks he is underpaid and I should feel sorry for him. The average worker has seven jobs in his working career. Freddie, are you at work
now and emailing on the taxpayers dime? You should be so lucky to have a job in the same field for 20 years. And for Moe, the state wants to shift teacher pension burdens to the property owner. Wrong Wrong Wrong. You fund there pensions, not me.

Mr. Ed...Maybe incompetent people like you have 7 jobs. Me..I'm in my 4th. 15 yrs at the 1st before company was bought, 4 months at 2nd before I left because I didn't like it, 4 months at next because company folded and 20" at current job. Don't hate me because I am good at what I do and I unlike others know how to hold a job.

and no, I am not doing this from the job, I am home. I started this morning at 5 AM so I get out earlier than most.

My question to you Mr. Ed...what do you think govt workers should make? Should we just Volunteer our services? or should we make a prevailing wage? I'm not getting rich. I'm just doing my job at a competent level and I expect to be compensated as such.

Get ready to take one for the team oldfoggey. You and your ilk are going to get sold out by the very politicians your "hard-earned" union dues helped put into office. You only have yourselves to blame. Feel sorry for you. Hope Walmart will hire you after your pension is cut.

Hey Jacob, "if you have a job" you should thank every Union person you meet. Because of us, you have health benefits (if you work which i doubt you do), a forty hour work week, (if you work more than 40 hrs, and don't get paid for it, too bad that is the career you chose). I think you are ill informed my friend, Unions are not going anywhere. Also, stop being such an asshat because you chose a field of work that doesn't afford you the benefits of Union workers both Private and Public sector. You and others, like to blame the government when its you who made the wrong career path and just want to complain about the job and benefits others get. If you have a problem with that you can come meet me in the Tavern I own, and we can discuss. I think you are trying to insinuate that Union workers are "drunks" I hope you didn't go there because the biggest drunks in my place are so called Business Professionals. Ya See Jacob, union workers have to get up at 5am and be on the job and working by 7am, its kind of hard to do skilled labor, when you are hung over, but I doubt you even know how to change a light bulb or unclog a drain so you wouldn't know a thing about hard work. BTW Typing and Excel is not hard work. And what the hell is your comment about Tavern, Big Babbies, and Sox games supposed to mean? My conclusion on your comments Jacob is this: you're a jealous little cry baby. Times are tough blame union men and women. Its the same old story. Worry about yourself dude..

People named Jacob Smith and Ed are stupid. See that is a statement based on my feelings and not backed by facts.

Me hate taxes. Me hate people who work for government. Unless of course I need them.

No really if you live in the real world you will know that these salaries are pretty low compared to similar jobs. Do the facilities need upgrades, sure. Are there some bad apples in the bunch, sure. Overall, my experiences with the park district have been positive and they are doing their best for Oak Lawn. Don't begrudge people for earning a living.

Shout out to Andy- finally a factual statement.

Patty, I suggest you check your TRS website. The majority of the Bills being floated require the overtaxed school districts (property owners) contribute more money. And yes, the taxpayers currently pay into your pension system. I paid for my own pension !
Teachers Retirement System of the State of Illinois
http://trs.illinois.gov/subsections/press/PensionReformProposals.htm
Active teachers contribute 9.4 percent of their paycheck to help fund TRS and school districts contribute 0.58 percent of every teacher’s salary to the System. Last year, all told, teachers contributed $917 million to TRS and school districts contributed $155 million.
“Part B”
The goal of “Part B” is to reduce the entire $93 billion unfunded liability of TRS and the state’s other pension systems by fiscal year 2045, as well as reduce the annual payment state government must make to support the systems. The legislation would increase the total contributions paid by members and school districts.
Pension Reform - House Bill 98 and Senate Bill 35
Issue: This comprehensive pension reform proposal is sponsored by Rep. Elaine Nekritz, D-Northbrook in the House and by State Sen. Daniel Biss, D-Evanston, in the Senate. It seeks to stabilize TRS finances and eliminate the System’s unfunded liability in 30 years.

Andy, Joe, Oak Lawn guy, old timer and freddie. Why do you demonize me personally when all I did was make a valid conservative commentary on the state of the state and union. As for Andy, I paid for my pension and am not eligible for SSC for another three years. I paid in $110,000 into SSC. As far as I am concerned the SSC system can cut me a check now for the same amount and I will sign off to not receive any future benefits. And as for Joe, all of my union worker friends are unemployed. There not up at 5 a.m. I also never mentioned my career path.
