'Speeders' Lands on Village Board Agenda
Oak Lawn Village Board meets for the first time in 2013.
The curtain rises on a new year as the Oak Lawn Village Board meets for the first time in 2013. Today (Tuesday, Jan. 8) also would have been Elvis’s 78th birthday.
This group hasn’t gotten together since Dec. 11. Since then, much has transpired: another federal criminal subpoena, gunfire outside of Chuck E. Cheese’s, a trustee’s announcement that he would not be seeking another term and the battening down of village board races.

If the last village board meeting is any indication, audiences in the board chamber are starting to get larger for the latest installments of “Village Board Kabuki Theater” as we ramp up toward the April 9 election.
Here’s what we’ll be watching:
Consent Agenda: There are 21 resolutions, requests and ordinances on tonight’s consent agenda and you can be sure that a bunch will yanked off for discussion. (For some unexplained reason, the consent agenda has switched to a numeric rather than alpha ordering system.) Water rates and charges, a three-lot subdivision at 9614 and 9616 S. 52nd Ave.; a new fitness facility at 9546 Southwest Highway; a “no right turn sign” between 4 and 7 p.m. at the eastbound entrance to 96th Street and Central Ave. (except for local traffic); a $1.2 million sanitary sewer rehabilitation project; and the 2013 sidewalk repair program ring in a new year of municipal government.
'Speeders Fight Back': Also on the agenda, the forgettable, TruTV Speeders Fight Back that put Oak Lawn on the map back in 2008. Mayoral challenger Sandra Bury’s expose alleging that Mayor Dave Heilmann was personally paid up to $33,000 while using village resources. She also presented documentation obtained through a freedom of information act request showing that taxpayers paid $4,000 in overtime costs to employees who had to make up work after serving as extras on the show. It will certainly make for interesting discussion, if it gets that far.
Village President’s Report: Mayor Heilmann will put on his liquor commissioner’s hat and request approval for Class F and Class I liquor licenses for two new establishments, Penny’s Place at 6346 W. 96th St. and Sip! at 4911 W. 95th St. We don’t know what else will come up.
What’s not on the agenda:
Chuck E. Cheese’s: It’s not on the agenda but someone is likely to bring it up tonight after a shooting in the parking lot by alleged gang members on Dec. 22. Fortunately, no one was hurt. We heard that a meeting between village officials and representatives from CEC Entertainment, the company that franchises the Chuck E. Cheese brand, may have taken place. The restaurant and family entertainment center’s business and liquor license are up for renewal on April 30.
Federal Criminal Subpoena: The village is under a criminal investigation concerning possible bid tampering for a roofing job that was awarded to a company where Trustee Bob Streit’s (Dist. 3) brother is employed as an estimator. On Dec. 13, the FBI requested all documents and email correspondence (including that from personal email addresses) related to the bid specifications to fix the public works building’s roof. According to the mayor, this is the second time in as many years that the Village of Oak Lawn has fallen under the scrutiny of the feds. The village was subpoenaed in June 2011 for all records concerning the hiring of Querrey and Harrow, the firm hired to replace the former village attorneys in 2009. While federal subpoenas get served all the time, it’s not certain if the feds send out a postcard informing those served that they’re off the hook. So far, the village has not received such a postcard.
The Oak Lawn Village Board meeting starts at 7:30 p.m. Tuesday, Jan. 8, at Village Hall, 9466 S. Raymond Ave. Village board meetings take place every second and fourth Tuesday of the month. The meetings are free and open to the public.

How about a bad reporting award? First of all, Sandra Bury is a candidate so she really can't be writing an "Expose". Secondly, her silly charges stated that the Mayor would have earned $33,000 if all 33 episodes were made. However, six shows were made. So, maybe the 33k figure should go, no?

I don't believe using public resourses and public buildings for personal gain are just " silly charges ".
If nothing else is true but the $ 4,000.00 of taxpayer money that was paid to off duty policemen, that should get him a cell next to Blago { after an immediate resignation }.

If cops were paid overtime and it was approved by the manager, he should be fired. If it wasn't approved, why are we paying it?
On top of that, why wouldn't the village submit the bill to the producers if there is a contract? If there isn't a contract, why did the manager allow the coppers to work on the show?
Talking about cells for anyone sounds like that Phelan guy. Nobody is going to prison for not making sure the producers are reimbursing a bill. Get off the meds and join us back at the bar

Really Rich? What about the 6th distr. trustee that paid $10,000.00 for a cover band-for a Sunday night, including 3 hotel rooms, for several nights, while the Band played at 2 Other Venues on different days, not even in Oak Lawn mind you?? And I think there was some provision for the Band's equipment for ALL the venues.

That's the biggest problem I have with these campaigns. Lots of shots fired, no ideas regarding the Village moving forward, flimsy platforms. On both sides, mind you. I've said it a million times, we don't need the negative mailers, we don't need the 12" post cards declaring parish affiliation with pictures of the family. I sure hope there's a debate, I would look forward to that.

I am interested about the FBI subpeonas. I notice the last line in this article states no one has been cleared as of yet. So to clarify, the Q&H subpeona, and "roofing" subpeona are still open investigations? I do not understand why people are harping on Bury for discussing all the negatives that have occurred by Heilman. These acts by the current mayor are definitely a reason why change is needed for that office. I understand people would like to hear more of what she will do if elected. I do as well. But saying she will not do what the current mayor is doing has to be considered a positive, correct? I guess I just do not understand why anyone would not want to know about these shady deals our mayor is doing while representing us.
I prefer to look at it as the current administration has done a poor job of representing the tax payers of our village. And it appears have been enjoying their own agendas and perks while crime, property values etc... crumble around us. And I do not see any experience or strong leadership in any of the Independence Party. Maybe Reilly, but his ties to Christ make me uneasy. To me Desmond, Vorderer, Sorrentino and Carberry have real world experience to bring to the table. Our village is in a bad place right now. We need strong people in place to fix these issues.

Sounds like you have an axe to grind with anyone from St. Catherine's. Phelan, Carberry, and O'Sullivan. There has been enough mud slung around this town. I brought up that Carberry is a qualified candidate, along with others. Every comment or discussion here does not need to be slanted back to negative, especially when they originate from old grudges.

Why are you removing posts Lorraine? CARBERRY voted for a 67% state income tax increase and was then given a $99,000 a year county job. Only Mike Madigan has that kind of power to get someone appointed to fill a resigned House seat and then get them a county job. That's the Mike Carberry "real world experience" .

If truly interested in FBI subpeonas and the village isn't giving you the information requested ask chsd218. CHSD218 was served with the same federal subpeona at the same time for information on the hiring of Sue Phelan. Her position was created just before hiring QH and Tom Phelan's repeated calls to the partner of QH. Her position was never advertised internally or externally. That subpeona isn't the mayor's fault. Blame Tom Phelan for that or that his wife can't obtain employment like normal people or both.

Loserz, as I said above I am interested in both open subpeonas and their status. If either is closed, I really hope it is reported. To me, once either is closed, it should be considered a closed issue. If either are still open, I believe they are open to discussion. But if they were investigated, evaluated and dismissed, we should all do the same, let it go. There are too many wild accusations out there, let's put the ones to bed that have been deemed unfounded. The village needs to get to work fixing many of the problems it faces. Us as citizens need to elect the best people for the positions to aid fixing these problems.

I agree that if the FBI closes each criminal investigation wild accusations should cease. However, the mere fact the US Dept of Justice would issue a subpeona is grounds for residents to worry. The Feds don't do that wilynily. Our Mayor is not to blame for either grand jury debacles. Our mayor didn't hire QH and have his wife magically get a job in the school district they have clout in. The mayor didn't submit roofing bids. One can deduce by the involvement of the US States Attorney that they crimes occurred with bidding and the hiring of QH and hiring of a trustee's spouse at the CHSD218 administrative building.

Read the subpoena and exactly what Asst US States Attorney Laurie Barsella requested. The Mayor already testified not knowing of familial relations to the bidder. The feds have a knack for airtight cases and proving guilt in almost all they pursue. This is why people are rightfully concerned about the 3 subpoenas. Do your own homework.

I think she has done a very good job of exposing the mayor, as someone you would not want to reelect.
Yet on the flipside, she has not shown why she is the right person for the job.
I too wish there was another candidate on the ballot. Maybe Bury will step up her campaign more towards election day. Or a darkhorse will throw their hat in the ring.

No doubt of being branded by Andy as an "unknown Heilmann supporter" and nothing negative toward any candidate, but if so much of the board dysfunction has been generated by one, two or three trustees (depending on who you listen to), or surrounds certain trustees, why would anyone who is satsified with the mayor throw out the baby with the bath water? Phelan is like Charlie Brown's buddy Pig Pen. For the past few years, there is always that cloud of hatred and meanness around him. Ole jumps on Heilmann's case every chance he gets, and Duhig can't get off the hospital "issues" or criticizing the mayor because he's trying to make up for 3-1/2 years of Duhing nothing.
And, why are people so adamant and almost militant in their support of Jane Quinlan when the clerk has no vote? Doesn't matter to me whose signature is on my vehicle sticker.

Phils, that's funny. And, to your point above about the Bury expose, I hope at this point in the process the candidates are prohibited from wasting the public comments part of the board meetings for their own personal political mud slinging. It's bad enough we have to suffer through certain private citizens and their own regularly scheduled whining, half-informed and disrespectful "comments", but are we going to have to listen to Ms. Bury for the next four months? Bad enough we'll be getting Phelan's (I mean Bury's) mail, but someone please stop her from using the podium as her campaign soap box.

I don't know about the rest of you but I'm totally sick of all the BS that's going on!! It's a new year.. Can't you guys just start out fresh and work together for the good of Oak Lawn and not yourselves..
On a different point, I'm a disabled truck driver.. I'm sure there are many other old folk that would appreciate the chance to be on "Speeders" as extras and I know I would work Cheap!! Keep me in mind if the show comes back...

I believe a debate could really help us citizens determine who is best for the job. But a town hall type would be much better. The moderator and questions asked would be extremely important. Otherwise both candidates would just spout generalities that wastes everyone's time.
