THE BLADE: 'It's Morning Again in Oak Lawn'

Although it has been eerily quiet on the campaign front, mayoral challenger Sandra Bury was found in violation of state campaign rules for not filing her expenses, the Southwest News Herald reports.

 

The federal criminal subpoenas have been served, the war rooms have been rented, and the campaign literature is being printed. It’s morning again in Oak Lawn.

While it may appear to be the quiet before the storm, Norman Chimenti, the mayor’s community theater partner and the former village legal team quarterback, filed a complaint against mayoral challenger, Dr. Sandra Bury, the Southwest News Herald reports.

Set ‘em: Southwest News Herald reporter Dermot Connolly writes that Chimenti filed complaints against Bury, a local optometrist running against two-term incumbent, Mayor Dave Heilmann. Chimenti charged that Bury did not file campaign expenditures with the Illinois State Board of Elections.

Smack ‘em: According to state campaign finance rules, candidates are required to file quarterly financial reports, including campaign donations and expenses, or face stiff fines.

Bash ‘em: The Southwest News Herald said that Bury didn’t file any expenditures, including $2,500 paid to a political consultant, $1,500 for an attorney and other expenses.

Smash ‘em: Bury also did not file incurred for mailing her 11-page manifesto charging that Heilmann had cost Oak Lawn taxpayers $10 million because of his friends, the former village attorneys.

Knock ‘em all down: The state elections board found in favor of the claimant, Chimenti, which found Bury "guilty of several violations in failing to properly disclose her campaign expenditures last September," the Southwest News Herald reported.

Spin 'em – Bury, who says she is a newcomer to politics, attributed the violations to a mistake in paperwork. “This was vindictive. It was just a nuisance case,” she told Southwest News Herald.

Made it go away: “I just re-filed the documents correctly and that was the end of it,” Bury said.

Attack ‘em: Speaking of alleged campaign violations, Bury said that Heilmann misused the village seal in the St. Linus Men’s Club Smoker ad book last October, because the ad included his running mates and “amounted to a campaign ad.”

Bury ‘em:  “The village has incurred thousands of dollars in legal expenses on [freedom of information act requests] from Ms. Bury, asking our staff to search for records so she can try and dig up some dirt for a political attack. I am sorry that she feels that that conduct is acceptable while violating state election laws is a ‘nuisance,’” Heilmann told the Southwest News Herald.

Punish ‘em: The state elections board required Bury to refile her campaign expenses within 15 days or face fines up to $5,000. “I wasn’t fined. It was nothing,” she said.

I’d like to correct a few facts that aren’t clear in your article, which implies that I did not file my required forms. My committee in fact did file the required forms and on time.

The document was filed on the State’s IDIS computer program. I took care to insure things were done correctly by hiring a consultant to oversee things so they would be beyond reproach. The program is confusing and using it was not self evident to me.

The document was due at the end of Sept. and my campaign kicked off on Sept. 5th. Most of the expenses were paid out of my own pocket in that time period and were properly disclosed as “in kind” contributions. The error occurred with the documentation of the checks paid.

And it was an error in filling out a government form. The Board asked that I correct the form and it was already amended prior to the hearing. The board recognized that there was no malicious intent on my part. I accept responsibility that the form was filled out incorrectly. The consultant is no longer associated with the campaign. Not a penny was fined.

For Mayor Heilmann to run to the press with this nonsense is further proof of the pettiness and hypocrisy which has defined his failed leadership. Leadership which has hurt Oak Lawn’s reputation, cost taxpayers millions and turned Village Board meetings into forums for contrived personal attacks against those who fight to put Oak Lawn’s needs before that of family, friends and special interests.

I have uploaded a recent example of an ad of Mayor Heilmann’s. This two-time incumbent failed to put the proper campaign disclosures on his ad. Even more shocking - he is using the Village logo. His campaign does not own this logo and has no rights to use it. It’s yet another disgusting example of Heilmann’s using public resources for personal benefit.

To have Mayor Heilmann comment on the costs associated with my requests for documents under the Freedom of Information Act is outrageous. It is the right of every citizen and taxpayer to understand what their elected officials are doing. If Heilmann had chosen the path of transparency instead of secrecy, these types of requests would not need to be made.

These FOIA requests reveal that our Mayor used his office and taxpayer money to personally profit and kept that fact hidden from the Village Board and Village Attorneys. They were hidden from the taxpayer without that FOIA request. Now THAT is news. This manufactured attack is his feeble attempt to distract from that.

Looks like Sandy doesn't like St. Linus.. I mean it was an add in an add book for a parish event that was attended by maybe 120 people. Lighten up doc most those adds are done buy a guy a computer not affiliated with the Village who is a member of the Mens club and he prob just cut and pasted the Village logo on there. Maybe you should waste more money of the OL Taxpayer and start and investigation into this. Just fill your damn paperwork out right, and you wouldn't be in this situation. Maybe Phelan didn't fill you in on that or he was on vacation the day you were supposed to disclose.

And why is the patch only reporting this violation now? It seems like the Patch wants to protect Bury even when it writes that a complaint was filed rather than "Bury found in violation of campaign finance laws". The truth hurts but Ms. Bury isn't very transparent

"This manufactured attack is his feeble attempt to distract from that." You mean as opposed to all the law firm investigations and, from the sublime to the ridiculous, the whole speeders "controversy", which are "real" issues to your campaign? Puh-leeze.

Doc, really? Unless it comes from the FBI, the U.S. Attorney, the Illinois Attorney general or the Cook County State's Attorney, all of these "attacks" are "manufactured." You can check that with that guy who writes your campaign stuff. He's the master. Everyone else, "Pay no attention to that man behind the curtain."

. . . and we have two. Thank goodness all of the empty store fronts are filled, crime is nonexistent, property values are sky rocketing and taxes are going down so this two fools can argue about what’s important to us commoners. Oh, that’s right nobody give a rat’s @$$ about this kind of stuff. RATS that another issue that must not exist anymore.

Is there any way Ms. Bury and Mr. Heilmann can focus on real issues facing the Village? What do you say Sandy? Dave? Can you give it a try?

I hope that when the real issues are addressed that everyone feels as strongly as they do about this piddly political pap (from both sides). Incidentally, there are fewer than 60 days to the election, and all I've heard from either candidate is "Yeah you did"/"no you didn't". I can walk over to the grammar school at recess time to hear that.

Hmmm....seems THE PATCH really has done everything it can to BURY (yes pun intended) this story. Released AFTER the "morning edition" is emailed out and BURY's name is NOT in the title so not searchable. Yeah Lorraine your bias is showing. The Patch is more and more what my grandmother would call "A Rag Paper" .....just done electronically.
