Trustee On a Hot Tin Roof: FBI Launches Criminal Probe Into Roof Bids

FBI subpoenas communications and documents stemming from bid process and selection of contractor to replace Oak Lawn public works building roof. Village officials pledge to fully cooperate with criminal investigation.

 

Several Oak Lawn village officials were served slapped with federal subpoenas on Thursday after the FBI launched a criminal investigation into possible conract bid tampering.

Oak Lawn Village Manager Larry Deetjen confirmed that members of the village board and executive staff, were served at the Chicago law office of the village’s legal counsel.

“We’re cooperating fully with the investigation and turning over all the requested documents,” the village manager said.

The FBI has requested all documents, including meeting minutes, proposals, bid specifications, bids, internal and external correspondence and email communications concerning the bid process and selection of a contractor to replace the roof of the Oak Lawn Public Works facility, said sources familiar with the subpoena.

The village has until Dec. 20 to turn over materials to the FBI.

Questions arose when the $166,085 contract was awarded to Adler Roofing Co. of Joliet, where Oak Lawn Trustee Bob Streit’s brother, Mike, is employed as an estimator.

The village board approved the contract 4-3 on Nov. 27, even though Adler was not the lowest bidder. The two companies that had submitted lower bids were knocked out of the running because they did not provide a start date requested in the bid specifications.

At least one disqualified low-bidder, DCG Roofing Solutions of Des Plaines, has since threatened to sue the village, maintaining there was no such scheduling requirement in the bid specs.

During Tuesday’s village board meeting, Deetjen said that public works directors did not follow proper procedures when assembling bids, nor did they seek out a legal review by the village attorney.

A village trustee also allegedly ordered public works staff to slip a specification sheet into the bid package that Deetjen said was not prepared by the village public works department.

Streit termed the bid controversy a “false issue designed to defame the mayor, me and the roofing company,” in his remarks to fellow board members during Tuesday’s meeting.

He said he didn’t need to recuse himself from voting because neither he or his brother had a financial stake or interest in Adler. Defiant to the end, Streit then “reluctantly” motioned that the village board rescind the contract to his brother’s company.

Oak Lawn trustees also voted to reject all of the other roofing bids.

Thursday’s subpoenas mark at least the second time the village has come under the scrutiny of the feds. In June 2011, the village was served with a federal grand jury subpoena requesting all documents stemming from the hiring of the Queery and Harrow law firm after the former village legal counsel was fired in 2009.

Mayor Dave Heilmann has maintained that the village has been under an ongoing federal criminal investigation ever since. Heilmann, who is up for reelection next April, said he was unaware that Streit’s brother worked at Adler and assumed that village staff had vetted the bids when he cast the tie-breaking vote on Nov. 27.

Oak Lawn’s longest-serving village trustee and president pro temp, Streit is the powerful chair of the village’s public works committee and holds the tie-breaking vote backing Heilmann on the village board.

Between 2009 and 2012, Alder is shown to have contributed $2,925 to Streit's campaign coffers. The most recent donation of $500 was made on Sept. 27, according to the trustee's campaign finanace disclosures. Streit has denied that there was any "collusion" to steer the bid to Adler.

Deetjen confirmed a subpoena? That's news because he usually hides and says he can't disclose any subpoenas. It is beginning to seem more political every day. Who do you think called the FBI based on this story?
Also, why would the FBI send the subpoena to the attorney's office. Word is that Deetch thinks he is going to be fired so he shot at Streit first

DW you hit the nail on the head. Mr Deetjen is as political as anyone in Village govt, his history proves that. Mr Heilmann has tried working different angles to rid himself of Mr Deetjen. And the Manager tried concocting a secret deal regarding the Beatty property himself. So Mgr Deetjen loaded this political bullet in his pistol and fired it at the Board meeting. Interesting that he would involve Public Works folks in the accusations. I'll also add that I'm weary enough of all the baloney that I'd just as soon see everyone replaced at the next election. I just wish the various candidates would come up with their own platforms regarding what they would DO to HELP turn things around, instead of continually taking potshots and blowing bugles about the various Scout/church/school committees they served.

I'm not in politics nor do I have a desire to run for public office. But I do expect those in office to conduct themselves honorably and with dignity and to do the job they're entrusted with. If you think the folks we have now are doing that, than you deserve them.

No, I'm not impressed with any of the challengers. Since they are asking for votes and, if elected, will be paid with taxpayer funds, including mine, I have every right to pass judgement on them.

I just LOVE that photo of Streit! I believe it is a still from the whole "omg I'm shocked that the write-in candidate is so close behind me" video from last election. Who would have thought that coming SO close to losing his seat as trustee, Streit would continue his bad behavior? I, for one! I still wish someone would have dug farther into Streit's relationship with Groebe Real Estate......I think there is something there too. Check out how much they have contributed to Streit's campaign funds.

So now what for Oak Lawn? We have all this "corruption," we have horrible current trustees and elected officials, the candidates up for this next round are not shining examples of who we want to lead our city for the next 4 years, we need visionaries, leaders, idea makers, honesty. Where are you, oh people to lead Oak Lawn out of this hole??

These Photo's that Patch use are politically motivated. Its old school stuff.. Show the candidate or opponent looking stressed or out of sorts.. It obvious who the editors of this blog and "whatever" you want to call it are supporting..
I find it comical.. We did stuff like this in elections in College.. They still do these things today remember the congressional commercials??.. It reinforces to the dolts out there that Bob Streit must be a bad person look at that Photo.. Way to stay Classy Patch... Just show a "file photo" not an assumed mug shot... I'll expect this post to be taken down post haste as i spoke ill of Patch Editorial Board... lol...

You know what is sad Andy? The fact that you get such personal enjoyment out of the Village in peril. Sure, I speak my mind about the negativity that you, SMBW, and Dr. Bury spread on this site. Sure, I even give the benefit of the doubt even to those I don't care much for like Mr. Phelan against my better judgment. I don't have any ill will toward anyone but I would like them to do positive things and work together. Them spreading hatred annoys me but not them personally.You feel such vindication, such elation, such pure joy and adrenaline over the fact that the Village is being investigated yet again. I hope that those that are celebrating let it sink in that situations like this where it gets beyond political in-fighting, that ii is bad for the village. I think that articles specifically spun, catchy headlines that are intended to steer peoples opinons before they even look at the details, are bad for the Village. You calling everyone and anyone Den/Bob is indicative of some serious issues and why Patch doesn't curtail that is beyond me, perhaps they enjoy your misguided enthusiasm. I would hope that in any and every situation like this the residents can let go of anger and hope for the best outcome, a peaceful one. This stuff keeps other work from being done, it is a distraction that was not necessary to fix a perceived wrong. A whole new board would even be under more microscopes and would fail easier. Maybe all the scrutiny is the real issue.

There ARE some good people out there who would do a great job. I don't even know what qualifications you have to have to be a trustee or mayor, but the people who would do well don't want to run, for exactly the reasons that prophet12155 and JoenotMoe point out above. Who needs all the abuse, aggravation, personal attacks and never ending political grief?

Plato said, "The good are not willing to rule either for the sake of money or for acclaim. They do not wish to collect pay openly for their service, nor to take it by stealth from their office and be called thieves." One of the penalties for refusing to participate in politics is that you end up being governed by lesser men, and that's too bad.

Andy, by not doing the actual research yourself, yet putting your name at the top of my husband's challenge, that was attacking someone you didn't even know. Did you actually know that Bob went to our friends' home repeatedly during the holidays, knocking on their doors and asking their children questions? Let's make a couple of things clear Andy....... First, just because Bob and Dave and Dennis ruined your life or whatever evil thing they have done to you, does NOT mean that my life or my family's life was ruined over an election. Second, I don't know exactly what I was trying to "deflect" from. I understand what the article is about.....underhanded politics and an investigation into a "dirty" trustee and whoever else. We were brought into this, once again, because 49.9999999% of the people who voted April 2011 believed Dan to be the better candidate because of issues such as what the article presents. I am commenting because I am tired of sitting back and letting my name be brought back into the fray without standing by my convictions. And in answer to your question, I'm not very happy about Dave "playing footsies" with Bob, but then again, Dan didn't get that trustee seat now, did he? I didn't ask for or expect an explanation, just said you are not in a position to talk to someone's personal existence like that. Man you guys must really be scared about the FBI!! The contract approved was not the rigged roofing bid contract. That vote was 4-3 with Dave casting the deciding vote along with Bob. you are just spewing out stuff and seeing what sticks.. I hope you get a good defense attorney you will need it

I bet if the Feds took a look at old uncle Lar's e-mail they would find that he's been pulling the strings on this issue from the beginning. Everyone is talking about "unauthorized documents" as if Uncle Lar checks out every bid package. Did everyone get the same "documents"? If so, where's the beef? I bet the FBI would look at anyone that was trying to conspire to use them as an issue is created. The word in the hall is that Lar and his attorney are beating the staff down constantly trying to get them to tell the story their way. When its over, I suspect it will really be over for some. Just sayin, don't jump to conclusions based on Uncle Lar and Tommy. They've never been honest before.............

OLG Do you think anyone really cares what we say on here?? It's all gotcha politics nobody (except a few people) are not involved with one side or the other. Everyone in Oak Lawn who has a favorite trustee or Mayor or candidate blogs that's why so many fake names are used. I do not, doesn't make me better or worse, I don't care I have personally scene people who I know use fake names on here as I have said before, I don't owe anybody anything and I will continue to call people out when I know who they are. I don't write the stories, or make these politicians on either side do these allegedly illegal acts. But I will comment on them. You comment frequently just like I do..

I hope the cheap land in Florida that Andy wants to sell isn't Deetjen's home; he's going to be back there soon enough.

And, Dan and Dawn Sodaro are wonderful people and extremely solid citizens who have contributed greatly to their community by their work rather than by snarky, rude comments at board meetings. People don't give a rat's *ss if anyone has been going to board meetings for 50 years! Just shooting off your mouth doesn't make you a contributor. Deeds over words, my friend.

Not everyone that posts has a 'favorite' anything...some of us are only concerned with the welfare of Oak Lawn and the well being of the citizens...our elected officials as a collective group are a sorry lot.
At this point, I'm not sure it matters if it is a soccer mom or lawyer that runs, I only want them to not be of a criminal mind and have our best interests at heart, not their own pocketbooks.
Andy, in your defense, people can change, and your loyalty should be able to reflect that...however, whatever your actual role in things are or were, you have to own up to that. You cannot be IN the process then claim being OUT of it when you want to put the heat on others. The same goes for others, obviously, as well, but you brought up things and then tried to back away when called on the carpet.

Dave, unlike most bloggers whoever they are ,I admit who l support and who l used to support. Politicians make deals,I don't . I have not changed positions because of backroom deals and allegiances. Mr.Streit and Mr. Heilmann have. I own everything I say or do.
