Fire code 1.05 "Rapid Entry Box"

I am in charge of a condo association in Oak Lawn. I just recently took over the position in the past year. I have learned a lot about the legal and "people" aspects of the association.  

Recently we had our inspection by the fire department.  A few minor infractions for inspection of our extinguishers and a bulb out in a sign One infraction really got me.  It was code 1.05. Rapid entry key box. One must be installed at every address.  The fire department emailed me an order form along with the .pdf of the inspection. Who had the bright idea to sign up with this company and allow a box with access to the residence.  We use one form of these boxes at my work. They are quite easy to pry open.  I want to know who approves and revokes these codes? If the fire department needs to come into my residence, I am quite okay with them breaking a door or two to get me.  I am not okay with them fumbling to find a key and nicely open a door.
