Man Caught Masturbating In Car Parked in Handicapped Space, Cops Say

An Oak Lawn man was charged public indecency after two women reported seeing him masturbating in his car outside an office building, reports said.

Police were dispatched to 10735 S. Cicero Ave. around 10:40 a.m. March 8, where they arrested David. W. Fell, 51, of the 10300 block of S. Lawler Avenue.

According to the report, a woman told police that Fell was lying on his back in the driver’s seat of car, which was parked in the handicapped space in front of the office building. The woman said she saw Fell with his exposed penis in his hand and that he was stroking it back and forth.

Another woman said she was walking past Fell’s car with her young daughter. Police that woman’s daughter asked her mother, “Mommy, did you see that disgusting thing that man was doing?”

The mother turned around to look, and also saw Fell allegedly masturbating in the front seat of his car.

Fell was taken into police custody and charged with public indecency. He has a court hearing on March 26 at the Bridgeview Courthouse.
