Registered sex offenders are prohibited from passing out candy to trick-or-treaters and leaving their homes in costume because Halloween is considered a holiday for children. The law does give leeway to sex offenders that are parents or legal guardians of children under 18 living in the home.

Although sex offenders are still barred from handing out candy, other household members can participate in Halloween activities.

The Illinois State Police maintains a detailed Sex Offender Registry of all of the state's registered sex offenders that is available to the public.
