Fall On the Green Audit Calls for Tighter Controls of Special Events

Audit of 2011 Fall On the Green fest turns up minor financial variances, recommends better record-keeping to village.

There were fewer smoking guns and more signs of a village board coming apart at the seams with the unveiling of the long-awaited 2011 Fall On the Green audit.

The auditors, Baker Tilly Virchow Krause LLP, turned up "minor financial irregularities" caused mainly by the village’s own lack of written procedures and policies for managing village-sponsored special events.

The Oak Lawn Village Board voted to pursue a forensic audit last summer after the mayor tapped Bob Streit (Dist. 3) to take over as the special events committee liaison from fellow trustee Tom Phelan (Dist. 6), who had held the position for seven years.

The cost to do the audit was $13,500, and an additional $5,000 in legal fees was spent responding to a reporter's freedom of information act request, according to the village board minutes from Aug. 14.

Reading select excerpts from the auditor’s report during Tuesday’s village board meeting, Streit by excluding certain elected officials from the sponsor tent.

“Throughout the report literally on every single issue raised, the auditor states they have requested any and all written policies and procedures regarding food vouchers, beer tickets, wrist bands, sponsors, hospitality tent and vendors,” Streit said. “In every single case we learned that the village did not have a formal written policy in effect.”

The auditor determined that the village had purchased 2,000 food vouchers, issuing approximately 1,585 to volunteers, sponsors and nearby residents. According to the auditor’s report, 1,426 food vouchers were remitted for payment. The number of food vouchers that were not remitted was 159.

Streit alleged in his call for a forensic audit that

The report also affirms that the village purchased 1,780 beer tickets, 1,000 of which were given to event sponsors. The rest of the beer tickets—780 in total—were given to nearby neighbors for being inconvenienced by the event.

Approximately 2,500 beer tickets--numbers 75,001 through 77,500--were issued, and total beer ticket sales were $67,011.

"If it was assumed that all previous issued tickets were sold, and that a portion of the last tickets issued were sold, the variance between the total amount collected and total tickets issued could range between $7,990 and $10,849," the report said.

The auditors, however, admitted to not being able to “accurately determine, with reasonable certainty, what the costs of beer and wine should have been for the event,” because the village did not keep an inventory of unused beer tickets.

The report further stated:

"We inquired with Village personnel to determine what the procedures were for handing in unsold tickets at the end of each day and if an accounting was performed for these amounts and the Village was unable to identify a specific number of unsold tickets."

A specific vendor was used to supply all the beer sold at the event and only charged the village the kegs used, exerting more "cash control," the report said.

Auditors also identified 18 bottles of unopened top shelf liquor including such brands as Sapphire Bombay gin, Seagram's Seven and Dewar’s White Label, missing from the 2011 Fall On the Green sponsor tent inventory.

Leftover liquor and wine from the previous year’s event were kept under lock and key in a village-owned building until the next year's Fall On the Green event. After the village sold the building, the inventory was moved to another vlllage property where it was stored out in the open.

When village employees went back to the building in August 2012, they could not identify which wine had been left over from 2011, nor could employees locate the 18 bottles of liquor.

Based on the village’s accounting system, auditors identified a "small variance" of $4,533. After a $3,000 payment was received from a 2010 sponsor, which was appropriately excluded from the 2011 Fall On the Green books, there was a remaining difference of $1,522. Auditors said the difference was attributed to a "miscoding" of unrelated event items being charged to the village’s specifically identified Fall On the Green line item accounts.

Throughout the report, the auditors recommended that formal written procedures be put into place for better tracking of food and beer vouchers, record keeping, and more cash controls over beer and wine sales, among others.

“I would say the amateurish and clumsy nature of the contrived scandal is one thing, but the lack of comprehension in the reading of the report we received is a whole other thing,” Phelan told Streit. “I’m not sure you’re reading the same report I received.”

After the meeting, Streit said that he and Phelan both received the same report.

"He did receive the same report I did. The report is extremely critical of the way things were handled with Fall On the Green and mentions some very serious and significant findings," Streit said. "When you have tens of thousands of dollars of things in value that are unaccounted for that is very significant. You can't blow that off  by saying people had a good time, let's move on."

Hey listen Streit tell Your Buddy Dennis Brennan to stop writing your material for you. I never asked for a job period. You know I am disabled, You and Dave are snakes because you guys hate each other yet you cut deals that hurt us the taxpayers of Oak Lawn and the people who have supported you for years Bob. You have turned your back on all your friends and volunteers just to make a quick buck for your buddies. I seem to remember you asking if I wanted a job with the village I told you no way. I don't owe anybody anything in the village and you know it..
Disabledorlazy December 02, 2012 at 02:44 PM
Don't you love it when guys who get fired from their jobs claim they have a "disability". Gee, who pays for that disability check? I'm thinking it is the taxpayers!
Neighborhood guy December 02, 2012 at 04:30 PM
Andy Were you a roofer? I don't think you worked for Streit for twenty years because I own property right down the street and you never knocked on my door. You never stood outside the polling place all day because I would have saw you. What work did you do? Oh, wait a minute, you mean the work of going to board meetings and making a fool of yourself. Didn't you do that for yourself and not Streit or Dave?
andy skoundrianos December 02, 2012 at 10:10 PM
Hey Brennan get off the this site man you don't even live in Oak Lawn or should I say Neighborhood guy. You have have to write better speeches for Bob when he comes to the meetings, they really are falling flat. Den, you know I worked on Bob's campaigns, You were there right with me at the polls and the campagin office!!!
andy skoundrianos December 02, 2012 at 10:15 PM
Typical Brennan smear job, I worked 28 years it is called Social Security disability I paid into it for 28 years??Remember the hammer job you did on Heilmann and Sodaro last year?? This blog post sure sounds a lot like the ones you and Bob sent out last year I should know I was there
hypocritefinder December 02, 2012 at 10:35 PM
Candy A, I doubt anyone, especially Streit and Brennan, would let you in on the real strategy work. Sure, you can be the objector in a petition challenge but I doubt they would be dumb enough to include you in any real political discussions. Now please tell us all how you collect social security disability. We are amazed that someone who is healthy enough to use a computer and healthy enough to attend meetings can have the absolute stones to collect social security disability that was designed for really disabled people. Is it a mental disability? Because that would explain it.
District 666 Resident December 03, 2012 at 05:11 AM
does anyone know why Andy always thinks he knows who he is talking to? He throws out names and expects everyone to know these people. How many times has he addressed people as "Dave" or said that Qc was some fireman. Now he refers to someone we don't even know. Of course, he never wants to come clean on his "secret life". Living off the government, claiming a disability, and moving his jaws up and down. We can't even see Tom's Hands in the puppet Andy. If his buddy, the editor, wasn't letting him write uninformed and biased "articles", he could spend more time getting rid of the 200 pounds of disability. It's easier to take the money that should go the blind man or the woman who can't work because of a real mental disease. Hypocritical republican?

Boy oh Boy Andy, someone touched a nerve. From the sound of your blogs it sounds more like someone slammed it with a hammer. It's funny how anger seeps out of your last few blogs, then you say "you don't matter cause I don't mind". You should reread your blogs, sure sounds like what this guy said this matters to you. Way Way too funny how this guy got you worked up. Thanks for the laugh Neighborhood guy

The dollars spent on the audit were not in vain. Any dollar amount missing is one dollar too many. When there is a cash event like this procedures need to be put in place. Books should be closed every night like any other business. Why Bring Chads name into this? All he has done is make our Village seem relevant with the events he has planned. AS, everyone gets a job because they know someone, so saying that Chad is friends with the mayor is one thing; not to mention his qualifications is another. Chad owned and operated one of the most successful Bar's on the South Side, and maybe even Chicago. He has years of experience in running events so she isn't the problem here. Your buddy Phelan is the problem. I 've heard for years from Catherines guys on how they think they were missing money on there smoker. Now there is money missing from Fall on the Green. I'm not a big city accountant, but two and two is four... . I bet there is thousands upon thousands of dollars missing throughout the years from Fall on The Green.. I guess we'll never really know. Mr Streit needs to get policies in place, now that he has the report he'll be able to do so. So actually having the report means he can now act Andy. See, get report. Respond To report, act on Report.. Its a simple process...
andy skoundrianos December 03, 2012 at 08:42 PM
Respond to the allegations in the report Joe?? How many times did you see the name Special Events Director in the audit?? Guess who that is?? Chad Weiler That's the report saying it not me. He ran the fest not Phelan You know it I know it why is everyone or someone so scared to use their real names on here?? Your comments would certainly mean more if it came from an actual person. Like it or not at least you know it's me. Why hasn't Chad been at a meeting since May?? The same time Bob took over as the liason for special events??
Oak Lawn Gal December 03, 2012 at 09:14 PM
If that's true then why did Phelan take credit for the increase in FOG attendance and revenues at several of the board meetings?
Fran Tarkenton #10 December 03, 2012 at 09:26 PM
Andy, relax. You're way too fired up about this nonsense. You need another outlet. Try Park District meetings. Lot less stressful. Once you feel better, come back to the village meetings. Hoping your disability , whatever it is, clears up soon. You can't claim your a taxpayer when you're just leeching off the system.
Fran Tarkenton #10 December 03, 2012 at 09:30 PM
Andy, how did Dave cause the world wide recession? Was it those silly stop signs? I know Toms, Alex, and Doc can fix up everything in the whole world if they just can get the majority back.
Fran Tarkenton #10 December 03, 2012 at 09:35 PM
Hey, have you thought about starting your own talk show about Oak Lawn politics? Your unpaid blog has been rousing success. First guest can be Bob and you guys can hug it out.
Oak Lawn Gal December 03, 2012 at 09:35 PM
I LIKED those stop signs :)
Fran Tarkenton #10 December 03, 2012 at 09:38 PM
Then you can read a love letter to Larry. Maybe even get Mike Stillman as a guest. Roll through the years, get joe Fabre, Steve rosenbaum, marge joy, jerry, all of your buddies.

I love the Vikings Fran was my favorite QB !!
andy skoundrianos December 03, 2012 at 10:58 PM
Bob is actually the one who spends 10 minutes of the meeting slapping his back for the special events that he is the Liason for now.. Phelan didn't brag as much as Bob has done in 6 months... and he was on it for 7 years
Alan Page? December 03, 2012 at 11:05 PM
Candy Andy is back! I think you owe Candy Andy an apology. How dare you call him a leech just because he's an able bodied "man?" who can work but instead collects a social security disability check. The disability? Who knows. When it comes to Tom he sees no evil, hears no evil, speaks no evil. Is that a disability Doc? We call it stupidity where I come from
Oak Lawn Gal December 03, 2012 at 11:09 PM
The point is Phelan took credit for the FOG event and Chad's name never came up. If he took credit for the event then he has to take responsibility for it too.
andy skoundrianos December 04, 2012 at 12:45 AM
Didn't you used to say I did that with Bob?? Make up your minds!! You were a great lawyer and Judge Mr. Page
Neighborhood Guy December 04, 2012 at 05:30 AM
stuck in a time warp? Perhaps that is the disability. Shame on you sir! A "healthy some what able bodied man who never left home and now sucks off the government teet while complaining about the waste in government. Tell us your disability. A wig may take care of it or perhaps the little blue pill. Don't be shy open up and let us all know. We deserve transparency mr. Appeals Board Member. As a public official you owe us the truth
Frederick Boger December 04, 2012 at 02:32 PM
Andy's disability is his business. His rantings on here and at board meetings is just a cry for attention. It's like saying you're a surgeon because you watch science channel. 20 years bellowing from the audience means nothing. Andy will make a fine village manager. Oh, wait, think that's already been promised to somebody.
Fired Up Man December 04, 2012 at 02:48 PM
When you claim you are a taxpayer to support your rants, yet you live in Daddy's house and live off a social security disability check, transparency demands that Andy come clean on this issue. How can we ever trust him again?
Oak Lawn Gal December 04, 2012 at 03:38 PM
Fred do you think the village manager has been promised to Bob if the mayor wins? I've wondered what brought Bob into the little coalition they have. Or were you suggesting maybe a promise to Phelan if Bury wins? Interesting thought. It's a fulll-time position but it does pay well.
Joe not Moe... December 07, 2012 at 04:59 PM
Special Events Director Mentions: Page 1 Zero Page 2 Zero Page Three. Paragraph 1 "Special Events Commitee" mentioned Twice to create procedure for the handling of Food Vouchers. Assistant to Special Events coordinator mentioned: "Tickets 1 through 100 provided to Deeanne Adasiak with the notation, "To Dee For Tom Phelan" and that tickets 1001 through 1780 were also provided to Deanne, with the same notation". It noted in Paragraph 4 that the accounting for these tickets could not be accounted for..... HMMMM Andy.. I guess Trustee Phelan may have some explaining to do.... I do see MR Phelans name all over this document. Page four no mention of Chad Page Five No mention. I'll read the rest latter I'm at work now.. so a third of the way through and no mention.. Check Your Self Andy you are getting fact checked...
andy skoundrianos December 07, 2012 at 06:31 PM
Joe once again here are facts.... Mr. Weiler is the special events director Mr Weiler has not been at a board meeting since May when before he used to attend all board meetings as the other dept. heads do. That month of May was when Mr. Streit took over as liason for special events committee and started launching political attacks on Mr. Phelan. Mr. Streit attacks the village treasurer more than once at meetings and nothing is said . Mr Weiler's name is brought up during Fall on the Green discussions and the Mayor says " he's not here to defend himself can't talk about it " Good excuse isn't it?? If The Mayor and Bob want to blame Phelan for everything, why don't the also include the person who ran the day to day operations of the special events Mr. Weiler?? Because Mr. Weiler is a longtime friend and political hire by Mayor Heilmann?? The Village never even had the paid position of Buisiness development/Special events director until it was created for Jim Webb back in the coalition party majority days in 2003-2004 It was a patronage job then it still is now.. Fact check that Joe
