Indicted Ex-Cook County Commish Has Ties to Oak Lawn Trustee

Former Cook County Board member Joseph Mario Moreno who was charged with bribery on Thursday, is a managing partner of Illinois Energy Aggregation a firm started by Oak Lawn Trustee Bob Streit.

An ex-Cook County commissioner who was arrested Thursday on federal corruption charges is an associate of Oak Lawn Trustee Bob Streit (Dist. 3).

Joseph Mario Moreno is accused of accepting bribes and kickbacks in a scheme to sell bandages to Stronger Hospital along with former Chicago alderman and convicted felon Ambrosio Medrano.

The former county commissioner also allegedly accepted $5,000 to ensure the development of a waste transfer station in Cicero while he sat on the town’s economic development committee, the federal complaint said.

Moreno, who also goes by his middle name Mario, served for 16 years as the 7th District Commissioner on the Cook County Board until he lost a re-election bid in 2010.

Moreno is listed as a managing partner of Illinois Energy Aggregation LLC, a company started by Streit and attorney friend Dennis Brennan in July 2011, state records said.

None of the crimes Moreno has been charged with are connected to Illinois Energy Aggregation.

The afternoon after his arrest, Moreno’s picture was taken down and all other references to Moreno as the firm’s "special counsel" had been scrubbed from the IEA website. His wife, Nancy Moreno, billed as a managing member, had also been removed.

At an Evergreen Park Village Board meeting on May 7 to discuss alternate energy suppliers, Streit said his company was neither an agent nor supplier, but could negotiate "best rates" with alternate energy suppliers on behalf of municipalities. According to the Evergreen Park board minutes, Moreno also appeared at the meeting along with Brennan and Mark Nakayama, an IEA principal.

During the presentation, Streit advised not grouping Evergreen Park with other communities; nor using a variable rate to purchase electricity in builk. Streit estimated approximately $1 million in savings to the residents and businesses of Evergreen Park.

Fran Speilmann also reported in the Chicago Sun-Times that Moreno and “top officials” from IEA pitched putting a referendum on the 2012 ballot to Ald. Ed Burke (14th), the powerful finance committee chair. After the pitch that Burke pushed for a referendum asking Chicago residents if the city should have the authority to arrange alternate energy providers. The Chicago City Council passed the resolution on Wednesday, the day before Moreno’s arrest.

According to Brennan, Moreno was not present at the Chicago Finance Committee meeting when he and Streit pitched the referendum idea to Ald. Burke.

Brennan said that Moreno voluntarily terminated his relationship with Illinois Energy Aggregation following his arrest on Thursday. The attorney further stated that information on the Illinois Secretary of State’s website of Moreno still being a managing partner of the firm was “outdated.”

“[Moreno] said he wanted to transfer his shares out,” Brennan said. “He was a partner.”

Moreno’s 100 shares were transferred to Streit and Brennan; Nancy Moreno also parted ways with the firm as of Thursday.

Brennan said that he and Streit met Moreno when he spoke at a meeting. “He was doing energy work and we were forming the company. Mario was brought in.”

Prior to forming IEA, Streit and Brennan were not acquainted with the former Cook County Commissioner.

Brennan said he was surprised to hear of the charges against Moreno and found out about his arrest in the newspaper.

“He did not tell us he was under [federal] investigation,” Brennan said.

Streit, who has called for a did not return phone calls or email seeking comment.

Lorraine: I hear the Ex County Commissioner used to read the South Town and the Star Paper, prior to it becoming the Southtown Star, then he ended up reading the Southtown Star, so how come you failed to say he has ties to you and your co-workers. I also heard he drove a Buick so apparently he also contributed to GM going bankrupt, but then I also heard he was/is friends with President Obama so he also contributed to the Bail Out of GM. Lorraine was it a slow news day, that is the most slanted article I ever seen you write, and it more of what you were saying between the lines then the actual written word.It seems like there is some kind of hidden agenda, in the article.

Mr. Zurek hit the nail squarely on the head. This is a terribly slanted article and I too wonder why the writer would work so hard to smear Streit by calling moreno an associate. It looks like they both owned interests in a company and unbeknownst to his partners, Moreno had dirty dealings elsewhere. That doesn't mean that everyone he dealt with is dirty. I'm sure he has attorneys in his office but we wouldn't say that they should be smeared. The article doesn't even connect him to politicans at the County level or in Cicero where the alleged crimes took place. Why try to connect him to someone in Oak Lawn who had nothing to do with his alleged crimes? Biased reporting is killing our nation.

Make it three in a row. JJ is right. This isn't a story for the Oak Lawn Patch. I too am disgusted with the editor for allowing such a story to be written. Joseph Mario Moreno has NO CONNECTION to Oak Lawn. In a thinly disguised hit against STreit, the writer tries to link our Trustee to actions of a Democrat County Commissioner. I think someone needs a vacation. PErhaps the only one more dispicable in this whole storyline is Doc Bury who insists on trying to make every story a political slam job against anyone against Phelan and her other friends. There is an old chinese proverb that says better to remain silent and have some people think you are ignorant than to open your mouth and remove all doubt. Doc Bury has removed all doubt and it isn't good for her as we move forward toward the election

Makes a big difference in the comments. That’s the place to get a true sense for the pulse of what’s going on without the personal attacks by the same person under different fake names. Mr. Moreno served on the town of Cicero’s Local Business Assistance Committee since May of 2010 and was indicted last week in Federal Court on charges of bribery. The indictment alleges that for $5,000 cash and a 10% cut of profits, Mr. Moreno would secure approval for a waste transfer station in Cicero. If you who wonder why this is newsworthy, Mr. Moreno was the legal counsel for Illinois Energy Aggregation, Inc. until he was indicted last week. Illinois Energy Aggregation lists Oak Lawn Trustee Streit, Mario Mareno and Dennis Brennan as the Principals. Before the indictment, their website listed as principals Oak Lawn Trustee Streit, Dennis Brennan and Nancy Mareno (wife of Mario). Mario Mareno was listed as the General Counsel. The website stated that Moreno “provides expertise to IEA in the area of organizing necessary public meetings, drafting necessary resolutions and overseeing the referendum process. Trustee Streit and Mario Moreno have together been pitching IEA’s services for municipal electrical aggregation locally. This isn’t a casual connection. These appear to be business partners using Mr. Moreno’s effective and proven techniques. Mr. Moreno is quoted in the criminal complaint against him as saying his job for Cicero is “to help business development, licensing, zoning, permits and all that s***.” (Just what the website said he’d do for IEA.) He’s also quoted as saying, “I don’t want to be a hog, I just want to be a pig. Hogs get slaughtered, pigs get fat.” He is quoted as saying that he’s looking for a “nice ride.” Am I alleging that Trustee Streit has benefited financially or otherwise from Mr. Moreno’s allegedly unsavory persuasive techniques? Absolutely not. Do I feel it's is newsworthy? You bet your bippy.

We need someone who talks about issues that we care about and doesn't stoop to these types of attacks. By the way,your attack mode has a familiar tone We last saw this ugly attack with innuendo and misstatements in the last election in Dist. 5. Do you know who ran that campaign against Trustee Quinlan? Was that your puppet master? This type of campaigning is definitely a storyline that should be explored by Oak Lawn's press. Available Auditor: What I wrote was a statement of fact. There was no attack. I’m holding my opinions until the time Trustee Streit shares his thoughts on this issue or makes a statement. That’s the only reasonable and fair thing to do. I do believe it’s possible to discuss issues without them becoming personal attacks and will continue to do so. Sandra, You claim to use facts. Let's see, you've tried to link a story that is a cook county corruption story to Oak Lawn with no basis. You claimed I said you were ugly when I said " we last saw these ugly attacks...". Yet you claim that you are raising the bar with respect, facts and ethics. The facts are written by those like me who have disagreed with your attempt to blemish a local trustee by linking him with guilt by association. Do you want to be judged by who you associate with? You still have failed to answer the challenge for transparency by releasing all the records in your office. You are awful sensitive. If you can't handle this rag comment section I don't think you will do well against the Mayor in a debate.

Sandra Stalker, How do you have time to run for mayor, fit eyeglasses and become so familar with local companies? It is very troubling to many of us that you can tell us what was on the website before the indictment of Joseph Moreno. Were you following somebody? Were you trying to find out what this company was doing because of its owners? Were you conspiring with a nutbag? All of these questions must be answered by the one that demands answers from others. If not, my entire neighborhood will be voting against you because it sounds like your the most political person around if you spend time trying to put negative files together against those that aren't supporters. Can someone clear this up for me? I hear that Trustee S. had nothing to do with Moreno and then I hear he did? Soome are here trying to argue Mareno had nothing to do with Bobby. Didn't they start the company together? If so then it at the least shows that Bob has VERY poor taste in partners and at most he "knew" that Mareno knew how to get things done at a government level. Either way it does affect Oak Lawn. If he was ignorant on this pretty big issue then what issues in Oak Lawn is he also wrong on? Was Mareno going to lead the legal investigation into Fall on the Green Gate? Just asking.

I think a third grade reading teacher could clear it up for you. You did go to school, right? Moreno is accused of crimes while serving as a Democrat County Commissioner in another district for the county. He is also accused of crimes in the Town of Cicero where he was also an official. He also is a partner in the energy company with Streit. The energy company, streit and other partners had nothing to do with Moreno's alleged actions. Under your scenario of smear after smear, Bobby as you call him would be guilty of bad judgment. Just like the millions that voted for Moreno or Blagojevich. Let me ask you, Do you think all Democrats are guilty because these two (Moreno and Blago) acted unlawfully?

If Streit was involved in anything illegal with Moreno I'm guessing he would have been arrested with Moreno. He wasn't. And it states in the article that none of Moreno's crimes were connected to IEA. I think what we have hear is a political year. And trustee Streit seems to be aligned with the Mayor. So he becomes a target when it doesn't appear anyone in authority thought he did anything illegal. Politics Oak Lawn style. How's that for transparancy :)
