The tickets keep piling up

I live in a condo on 109th and Kilpatrick. A gentleman in my building passed away 3 years ago. His car has remained in his parking space since he passed. For 3 years, OLPD has been placing tickets on the windshield- I would imagine they are for vehicle stickers. The tickets disintegrate in the rain and snow, and the officer comes back and adds more tickets. So, common sense would tell you that a deceased person is not going to pay the tickets, correct? So at what point will they stop giving tickets? I would imagine the particular officer has a quota to meet- and what better way than to write the same ticket over and over for 3 years? Such a waste to taxpayer money. Anyway, does anyone have a suggestion forgetting them to stop?
