She said there no window coverings and the man was clearly visible, police said. The man allegedly had his hand on his penis and was masturbating.

Police went to talk to the man later identified as Eugene W. Pahr. The officer advised him of the complaint and asked him to step outside. The woman was able to identify him and Pahr was placed under arrest for disorderly conduct, reports said.

At the police station, Pahr explained to police that he sleeps in the nude, police said. He woke up around 7 a.m. and went into the kitchen to make coffee. Asked if he were still naked while standing in the kitchen, Pahr allegedly responded that he was.

Police said Pahr further explained that there was a window in the kitchen and he was standing in front of it.

Pahr said he may have scratched an itch near his penis, but he wasn’t masturbating, reports said.

He was charged with disorderly conduct. Pahr is due in court on June 30.
