Patch Releases Part I of the Legal Investigation Into Former Village Attorney

Read part one of the legal report into the former village attorney paid for by the taxpayers of Oak Lawn.

voted Tuesday evening .

Godfrey and Kahn was to conduct a second investigation of the former village attorney after it was alleged that the firm over billed the village, as well as mishandled some cases.

Some village board members also accused the mayor of blocking efforts to fire the law firm when it became apparent that the village's legal fees had tripled because he had friends at the firm.

The village Tied to the settlement was a confidentiality agreement that any findings would not be made public. Oak Lawn trustees unanimously agreed to the terms of the settlement, as they did to paying Tressler's legal fees between 2005 and 2006.

The legal settlement should in no way be construed as an admission of guilt by either party.

Like several others, by the village. Tressler decided not to fight its release after a resident filed a denial with the Illinois Attorney General. The law firm also released itself of its financial obligations to defend the report against freedom of information act requests.

Like you, Patch is reading parts I and II for the first time, which were emailed to the editor Wednesday morning by Oak Lawn's legal counsel Paul O'Grady. The editor was also informed that Parts III and IV are both too big to send by email, but "we're working on it."

Part I is 107 pages and contains a narrative of Godfrey and Kahn's findings and recommendations. It is now a public document and is provided here for our readers as well as the other news media outlets that look to Oak Lawn Patch for leadership and guidance.

We will be posting the four, now public documents as they become available, or until we figure out how the hell to break up these giant pdfs into smaller ones.

So let us know your impressions. Do you think the money spent on this investigation was worth $500,000 of taxpayer dollars? Tell us in the comments.

So, in keeping with the strong, moral belief in an open, honest and transparent government, when do we get the $450,000 legal investigation into the hiring of the lawyers that replaced Tressler? That whole deal was strange. The board majority and the manager just decided they going to fire Tressler and hire Querrey and Harrow. Anybody ever care to ask why? Maybe it was right, maybe it wasn't, but, as Mr. Streit so righteously said at the time, "This is about the process." Where's the "process" in this case? No bids, no proposals, no review of qualifications from anyone else, no presentations to the board (like Tressler and Chimenti did, which you will see in the report). Not even phone calls by the manager to talk to other law firms? Seriously? What about the farcical Odelson "investigation"? What about hiring Godfrey & Kahn? Any bids? Any RFP's? Shouldn't the taxpayers get the real story on that, too. Think Ms. Bury, or anyone else for that matter, will stand up for total transparency on those decisions, or will people, including Ms. Bury, be silent on that because they may now be connected to those trustees? Transparent is as transparent does. Can't have it both ways, folks. But, what do you hear? Crickets. All you hear is crickets chirping as they listen to the b.s. and this entire line of sophistry about open and honest government from people whose actions under cover of darkness can't stand the scrutiny of the light of day.

Favorite parts of the meeting.... Mr Duhigs shopping list... The Quote "Call us Oak Park one more time" .... Oh and o yea the haha payback... I can confirm i had a similar incident as the homeless woman. I was victim of a dubious accident in the same parking lot.. I boasted around town i was going to fight it. So when i appeared in court the judge was primed a ready having been consulted... To everyones laugh i paid the overpriced 121 dollar property damage before court and the tickets were waived.. Just my story...

Blame and deflect,smoke and mirrors= Mayor's excuses
andy skoundrianos September 13, 2012 at 05:36 PM
Where were the RFP's for the hiring of Tressler?? According to the report The ONLY village official who approved of Tressler was Dave Heilmann Who said " I make the calls on the legal team, not the manager" Too bad that's not how a manager form of government works Mayor

Do not feel sorry for the truth,it is the cleansing light. Vindication is a good feeling
anthony September 13, 2012 at 05:42 PM
so in other words the mayor gave a legal heads up... The timeframe should be a consideration.. Being in the profession he should of known just the fact of contacting lol what he called her 8pm on a thursday?.... The insinuation that the mayor helped any adversary needs to be explained more if it is there.... not seeing it
andy skoundrianos September 13, 2012 at 05:42 PM
Mr. Wilson what Public Official first had comments about what was in the Godfrey and Kahn report,in fact a whole story on patch 3 weeks before the B.O.T. received it?? Your best buddy Mayor Dave Heilmann!!! He is the one who should be sued Once again do as I say not as I do Dave's new nickname should be MR. Interference...

Mayoral candidate Sandra Bury, I must congradulate you on a brilliant campaign move. The release of this report is basically a $500,00.00 campaign contribution to you, paid for by the Oak Lawn taxpayers. Oh yea, I know...people have the right to know, people need to know...transparency .....bla bla bla, but at the end of the day nothing changes for the taxpayer while you on the other hand have a beautiful platform to run on paid for by the Oak Lawn taxpayers. I just can't believe no one else caught on to this. And Andy before you run your mouth about me being Dave I want to tell you I HATE THEM ALL. I think it is embarrassing they way they fight and I don't trust any of them, yes Andy Including Dave. But once again Mayoral candidate Sandra Bury nicely played my friend nicely played
Dave W. September 13, 2012 at 07:50 PM
I like your thinking, OLG...
Bob September 13, 2012 at 08:47 PM
Sandy and Andy probaly think that the mayor made the movie that the muslims are going nuts over.Maybe we will get a letter about that to.
andy skoundrianos September 13, 2012 at 08:56 PM
Sure just like you do Anthony!!
andy skoundrianos September 13, 2012 at 09:10 PM
I love your comment I hate them all yet you rip on Dr. Bury... The Mayor's opponent !! You have no credibility The Mayor should have be cooperative in the first place and stop interfering with the investigations,We may have received a larger settlement. To say the Mayor knew nothing of his handpicked law firm over billing the village is pure fiction. The mayor's hands were all over the hiring of Tressler and was behind the attempts to handcuff the Godfrey and Kahn investigation so his buddies could settle for a smaller amount. Nothing in life is free.........
Dave W. September 13, 2012 at 09:22 PM
You are exactly right, D666...(seriously) it should all come out, and everyone that fought so hard (Lorraine/Patch excluded) to have this see the light of day who had/has an agenda has to own up to the fact that it might not be as bad as they want it to be for the 'other side' or that 'their side' might not look as pristine when all is said and done. Same will go for that FotG audit...chips will need to fall where they may, and people will have to accept whatever the results are...or who they affect.

Um Andy, she is part of "them all", hence the rip. Seems pretty credibll and simple to me. Oh and I heard your not working, somethings in life must be free then.
andy skoundrianos September 14, 2012 at 04:40 AM
Thanks Free I'm glad you care about my employment situation, it is touching . Your premise of the word "all " is a little deceiving because Dr. Bury is not an elected official. This investigation was started over a year ago before anyone was running for political office how did the taxpayers pay for it??
LS3 September 14, 2012 at 01:15 PM
Andy get your head out of your Tom. There wasn't going to be a bigger settlement. It is always wait, wait and if or but with you guys. Just the facts please not what could have beens.
anthony September 14, 2012 at 11:05 PM
I believe you now that it is the mayor doing all these fake names
anthony September 14, 2012 at 11:14 PM
no joke..... would like to read it
andy skoundrianos September 15, 2012 at 03:08 AM
Hey LS3 Did you read the report?? G&K state that the settlement offer could have been 1.8 million if not for the lack of cooperation of Ms. Paul, who happened to speak to the Mayor two days before the investigators spoke with her.. You can't handle the truth
LS3 September 15, 2012 at 04:05 AM
Yes Andy and I say that the offer could have been the exact same thing. Anyone can say that a settlement offer could have been $1.8 million. We've dealt with Tommy's hypotheticals for years and it is time you pop your head out of your Tom and realize that speculation is useless. The case was settled for about the cost of these attorneys. Where is your outrage? After all this time, I expected indictments, disbarments, lawsuits, something, anything but this..........

I find it very ironic that Heilmann would contact Gail Paul after what he and Phelan did to her when she was employed at the Village. Gail Paul is a woman with great integrity and experience who Dave, and at that time buddy, Tommy Boy, tried to make Gail miserable until she left Oak Lawn. Heilmann has the audacity and arrogance to contact her after he tried to ruin her life. She is then replaced with a Phelan friend, Brian Hannigan, who obviously doesn’t know what he is doing. It is time for both the power hungry Heilmann, Phelan and all their supporters/hired friends to go. They are more interested in getting their inexperienced friends and family jobs and reaping the benefits with their positions than making Oak Lawn a better place to live. Have they accomplished any of their initial goals that they stood for from their original campaign, except for wasting millions of our taxpayer dollars? I will do a write in vote, Gail Paul for Mayor! She stands by what she believes in.
Homegrown in OL September 15, 2012 at 03:49 PM
In retrospect with my previous comments, that is no joke, Gail Paul would be a perfect mayor. She has appropriate experience, intelligent, honest, knows and loves Oak Lawn. How about it Mrs. Paul?
LS3 September 15, 2012 at 07:51 PM
PLEASEEEEEEE say noooooooo. Are you familiar with the finance department and how GP ran the ship? Are you familiar with the Target fiasco or checks in a drawer problem under her watch? How about just the insurance issue in this case? Gail Paul? I say no
QC?? September 16, 2012 at 02:58 AM
Disagreement within the ranks of Joseph and his technicolor dreamcoat??
LS3 September 16, 2012 at 04:24 PM
Just like the disagreements in your group or have you split from FOB?
Homegrown in OL September 17, 2012 at 03:43 PM
I am very familiar with both GP and the Finance Department. Where do you get your information...Heilmann...Phelan? Oh yeah, maybe you don't realize they lie... Maybe you forgot that THEY turned to her for help. Why would they do that if what they said about her in the first place was true? Perhaps because it was a lie?
QC September 21, 2012 at 07:37 AM
andy EHHHH, WRONG! See Doc. 3B PAGE 51, e-mail from Gail Paul To Heilmann: " I checked my phone records and Mr. Wilson first notified me in June 2011. I told Mr. Wilson at that time I was NOT INTERESTED in getting involved this legal matter. Approximately two months later, (august 2011) when we spoke you never asked me not to participate in the legal investigation. For the record, I returned all of Mr. Wilson's calls, the latest December 2011 and gave the same answer. I also gave Clerk Jane Quinlan the same answer when she called with the same request in December 2011. It wasn't until I received an e-mail from Mr. Wilson on 12/13/11 that I stopped responding as my answer had not changed." Dated/sent 7/3/12 More li'l andy bs.

He was on tv right Which one makes the best show... The new and improved insurance that didnt include employee misconduct... The hiring of a friend who misrepresented himself? The hiring of Tressler on a phone call... Being like a puppy looking for a new playmate than taken to the pound?... Listening to the "shes a liar" than spinning it to play the hero of labor... Breaking the codes of conduct he swore when he got his license... The mayor does not control his supporters they control him.... OL needs to learn not to so dubiously intent on being a stooge for those who have vested interests or for some token of friendship or favor..
